iOS 4.2 for the iPhone supports technology called “Network Controlled Fast Dormancy” which lets the cell network and the iPhone work together to achieve the best conditions for smartphones, such as the iPhone, to work quickly, yet, have longer battery life, and ease network congestion.
Oddly enough, it is Nokia Siemens Networks (not Apple!) that has announced this.

Nokia Siemens Networks has introduced a method that, instead of putting the iPhone into an idle state, or just remaining active, sort of keeps it in an “intermediate” state.
